On April 15, the Nebraska Humane Society (NHS) revealed the harrowing details regarding Leo, a small dog found bound with duct tape and discarded in a dumpster like common refuse.
The intervention came just moments before a potential tragedy. According to NHS reports, a local resident contacted Animal Control after hearing rustling inside a dumpster. Initially suspecting a trapped raccoon, the caller was horrified to discover a dog incapacitated by layers of adhesive.
